Het was een van de eerste iniatieven op deze schaal door een democratisch gekozen regering, al is het programma vaak vergeleken met de Vijfjarenplannen in de Sovjet-Unie en de openbare werken in Nazi-Duitsland. Belangrijk uitvloeisel van economische aanbevelingen door de Engelse econoom J.M. Keynes, die er een middel in zag de economie te stimuleren.
